Default vaccum cleaner dust and bacteria?

How efficient are vacuum cleaners in preventing the dust and other dirt that they suck from escaping through the air outlet. I'm using a Khind branded wet and dry vaccum cleaner model VC 3661, priced about USD 60, manufactured in 2004. The type that is shaped like a bucket and has its air outlet facing upwards and a removable, washable cotton bag inside. I notice that it has only two layers (slices) of dark -colored Sponge like material when I remove the air outlet cover. Is that sufficient to prevent dust, dirt and most importantly bacteria from coming out form the cleaner itself. It could be releasing the bacteria and spreading it all over the place.

The only filter that does a good enough job on bacteria is a HEPA filter. Take the filter to a HVAC store and ask them if its a HEPA filter

there is already bacteria all over the place so if it did release some it wont make a difference.
