Belts are like $5 at Valu hardware. I guess you could steal one if you are that cheap.

Just buy a new belt. There's no way to retighten the belt unless your vacuum has the feature where you can move the brushroll slightly farther to retighten the belt. Once a belt is worn and stretched out, you need to buy a new one. They're pretty cheap anyway.
